5. Plan now for the Outer Harbour at Kwinana

Aim: A new port will take much of the growth in traffic from Fremantle Port.

Highlights

Strategic assessment guidelines

  • A new Outer Harbour container port overflow facility will handle future trade beyond the capacity of the Inner Harbour. A draft of Assessment Guidelines, which will identify vision, goals, indicators and measures linked to key issues, is currently being finalised with public comments received.

  • Reporting on the strategic assessment of social, economic and environmental factors was programmed to start end of June 2005 and take six months. Assessment of integrated strategic reports and submissions by EPA (S16e) and WAPC will follow the reporting. Expected project completion date – Strategic Assessment Phase – finish in the first half of 2006, and Statutory Approvals Phase – 2007-08.

Rowley Road and Anketell Road

  • Planning concepts and reservation plans have been completed for the future extension of Rowley Road west from Kwinana Freeway and for a future freight rail link west from the standard gauge freight line to the northern end of the Kwinana/Naval Base industrial area and the Outer Harbour offshore northern access port options. A Planning Control Area has been gazetted to protect the road and rail corridor pending inclusion of the road and rail reservations in the Metropolitan Region Scheme.

  • Planning concepts and alignment options have also been prepared along Anketell Road for improved road and rail access to the southern access Outer Harbour Offshore and Onshore Port options and the central Naval Base/Kwinana industrial area west of Kwinana Freeway. A Planning Control Area has been gazetted to protect this corridor.

  • The Rowley Road and Anketell Road freight corridor concepts will be assessed as part of the broader Outer Harbour planning study, and preferred freight corridor concepts will be adopted through that process.

  • Guidelines are being prepared for appropriate land use and access to land abutting the proposed strategic road and rail access corridors, Rowley Road and Anketell Road.

  • A working group involving the Department for Planning and Infrastructure, Fremantle Ports, LandCorp and the Public Transport Authority will examine the issues surrounding future intermodal facilities in the Kwinana area. This work will take place over the next six to twelve months.

Thomas Road

  • Thomas Road is constructed to a four lane divided road standard. Preliminary investigations indicate that extension of Thomas Road west of Rockingham Road is not viable, therefore no further planning investigations or upgrading are proposed for Thomas Road.
