The Department has a key coastal management and protection role, which encompasses:
- responsibilities for marine safety;
- the provision of maritime facilities; and
- the sustainable use of the Western Australian coastline.

Overview of functions and services provided
Marine Safety Business Unit
The Marine Safety Business Unit (Marine Safety) of the Department regulates to ensure the safe and sustainable use of Western Australian waters by providing a range of functions and services to WA mariners. These include:
Commercial vessel safety:
- Survey and inspection of new and existing commercial vessels to conform with prescribed safety standards.
Recreational boat registrations
- Registration, renewal and transfer of all recreational vessels in Western Australia.
Marine incident investigations and prosecutions
Commercial qualifications
- Certificates of competency for commercial operators.
Safety education
- Development and implementation of recreational and commercial marine training and education programs.
Marine safety patrols
- Patrols by marine officers for compliance monitoring and safety educational purposes in coastal and inland navigable waters.
Safe navigation
- The provision and maintenance of navigational aids for use by commercial and recreational boaters throughout the state.
Appointments of marine pilots and harbour masters
- Appointments for Shipping and Pilotage Act ports in WA.
Marine environmental protection
- Oil pollution response and recovery, training and equipment maintenance.
Coastal Infrastructure Business Unit
The Coastal Infrastructure Business Unit is a centre of specialist technical expertise for the creation and enhancement of land and water based maritime facilities and coastal engineering solutions in Western Australia.
Maritime facility planning
- Investigation of the need for new maritime facilities and enhancements to existing facilities.
- Planning and design.
- Provision of a regulatory and advisory role.
- Recreational Boating Facilities Scheme.
Maritime infrastructure development
- Developing concept plans, feasibility studies and business cases.
- Project managing the delivery of facilities.
- Providing technical input and direction for project delivery.
Coastal management
- Expert coastal engineering advice.
- Coastal protection works.
- Data management and analysis.
- Maintenance dredging.
Regional offices
The Department has a number of regional offices, whose role it is to facility the delivery of, and access to, the Department's services and function at a local level, including management of marine facilities and boat harbours.
The Department has offices in the following regions:
- Gascoyne;
- Goldfields - Esperance;
- Great Southern;
- Kimberley;
- Mid West;
- Pilbara; and
- South West.
