Exmouth Boat Harbour

The Exmouth Boat Harbour was officially opened by the then Premier of Western Australia, the Honourable Richard Court, MLA, on 13 September 1997.

The Harbour concept originated in 1987, as a means of developing the local economy after the United States Defense personnel departed from the nearby communications station. The original plans were for a Coral Coast Marina, which became the Exmouth Boat Harbour over the ten year development period.

Code of conduct

Fees and charges Fees and Charges apply for the use of the harbour facilities (refer to right hand panel)
Fuelling
  1. Fuelling operations are restricted to the Service Wharf. Please observe fuelling procedure signage.
  2. Fuelling from road tankers or drums is prohibited unless fuel supplier is licensed by the Department.
  3. All precautions should be taken to avoid an oil/fuel spill. Dispenser hand piece must be attended at all times. (Illegal for the hand piece to be "chocked" open). Containers to be placed underneath breathers and overflow pipes.
  4. In the event of an oil/fuel spill, the following actions are required:

    • report immediately to the skipper;
    • take every possible action to contain the spill;
    • advise Marine Officer; and
    • record in vessel's logbook the time and details (you are required by law under the Environmental Protection Act to promptly report a spill).
  5. All harbour users need to be aware that fuel spill containment equipment is located at the Service Wharf. Key obtainable from or M.G. Kailis. For emergency phone numbers visit the Contacts us page.
  6. Fuelling of motor vehicles from marine installations is not permitted.
Service wharf
  1. Primary use of the Service Wharf is for loading, unloading, fuelling and short term vessel maintenance (unless alternate arrangements agreed with the Department). Consideration needs to be given to vessels needing to unload fresh product. Vessels are not to stay alongside longer than is necessary. If equipment is not on site for loading, unloading or gear equipment changes, vessel is to remain in pen or at anchor until everything is in place. Unless approved by the Marine Officer, vessels are not to be left unattended alongside the Service Wharf.
  2. Berthface and Deck load limits need to be observed. Refer to signage on Wharf.
  3. Use of or storage of equipment on the hardstand area needs to be by prior arrangement with the Marine Officer.
Bilges, sullage, waste oil and filters
  1. It is the owner/operator/skippers responsibility to remove all waste oils, drums, filters and batteries from the harbour area to the appropriate site in Exmouth.

  2. Waste oils and filters are not to be placed in rubbish bins.
  3. Bilges and sullage tanks are not to be pumped within the harbour or surrounding waters. A mobile service is available in Exmouth.
  4. All general rubbish to be compressed and placed in receptacles provided. Rubbish that will not fit in the bins is to be responsibly disposed of by owner.
Vessel maintenance
  1. Before proceeding to sea, check that all systems, particularly alarms, safety shut off values, escape hatches, lifesaving and emergency gear (eg. fire extinguishers, emergency bilge pumps) are serviceable. Skippers and owners of vessels are responsible for the safety of the vessel and all on board.

  2. Marine Officer is to be contacted before any major repairs or maintenance to vessels is commenced.
  3. Any work on vessels within the Harbour must not pollute the environment or cause inconvenience to the public or other users. Chemical cleaning of hulls is prohibited.
Electrical power supply Refer to the Department's guidelines for Connection to Shore Based Power Supply (contact us for copy).

Mooring pens

Refer to Conditions of Boat Pen Occupancy.

  1. Vehicles are to be parked in defined areas. Paved roadway adjacent to the Charter Pens is one way and for the loading/unloading of service vehicles. Commercial passenger vehicles should park in Boat Trailer parking area.

  2. A high level of cleanliness and tidiness needs to be maintained at all times.
  3. Maximum Speed Limits: * Water areas; 5 and 8 knots, as indicated. * Land areas; 20 and 40 kilometres per hour, as indicated.
  4. Fire hydrant/hoses are for emergency use only.
  5. Fish cleaning is restricted to the Fish Cleaning Table near Boat Ramp.
  6. A Cyclone Contingency Plan exists for this harbour (available in the right hand panel. Refer to information sheet. Be aware of your responsibilities.
  7. Swimming is prohibited within the Harbour.
  8. Fishing is prohibited from pens, wharf and catwalks.
  9. Domestic pets are the responsibility of owners and must be kept on a leash when not on board a vessel.
  10. Dinghies, rafts, etc must be secured on board vessels or secured within the leased pen mooring envelope (unless approved by Marine Officer).
  11. Security within the Harbour needs to be a shared responsibility. Your support will be valued by all users. Please report to the Marine Officer, any faults or damage to harbour equipment.

Power policy

General

Guidelines for the connection of shore based power supply to vessels as per Australian Standard AS 3004.

Unless you have an isolating transformer fitted on board to isolate the electrical system of your boat from the shore supply system, corrosion (electrolysis) could damage your boat or surrounding boats.

On arrival
  • The supply voltage at this maritime facility is at 240V, 50Hz supplied by plug sockets which will accommodate a standard Australian plug.
  • Means must be taken to prevent the connecting flexible cord (cord extension set) from sagging or falling into the water and, particularly, to prevent either end of the flexible cord falling into the water if it should become disengaged.
  • For this purpose, securing hooks are provided alongside plug sockets for anchorage of a loop of tie cord.
  • Only one boat supply flexible cord shall be connected to any one plug socket.
  • The supply flexible cord shall be in one length.
  • The entry of moisture and salt into the inlet socket may cause a hazard. Examine carefully and clean before connecting to the supply.
  • It is dangerous for unskilled persons to attempt repairs or alterations. If any difficulty arises, consult the Regional Coordinator, electricity supply authority or a licensed electrical contractor.
Before leaving
  • Ensure that the supply is switched off, the flexible cord is disconnected and any tie cord loops are unhooked.
  • The flexible cord should be disconnected first from the shore based plug socket, and then from the boat inlet-socket. Any cover that may be provided to protect the inlet-socket from the weather should be securely replaced. The flexible cord should be coiled up and stored in a dry location on the boat where it will not be damaged.
Cord extension sets

The cord extension set shall comply with the following:

  • The current rating of the flexible cord shall be not less than 15 amps.
  • The flexible cord shall be in one length and shall be not less than 12 metres to cater for most facilities (Australian standard).
  • The flexible cord shall be heavy duty 3 core (including earthing conductor) sheathed cord type complying with AS 3191.
  • Plug tops and sockets shall be rated at not less than 15 amps and have a degree of enclosure protection to IP 56 (dust proof and weatherproof to heavy seas force).
  • All components shall be in good condition ie. no corrosion on electrical contacts and no damage to the cord sheath etc.
  • The cord set shall be tested at six monthly intervals and fitted with a durable, non re-usable non-metallic tag. Information on the tag shall include:
    • the name and electrical licence number of the person who performed the test;
    • the test or retest date.

The intervals for testing of cord sets on construction sites ie additions, repairs or alterations to boats is 3 months as defined in AS/NZ 3012:1995 Electrical Installations - Construction and demolition sites.

Conditions of pen occupancy

General notes

These guidelines are a simplified version of the Department's "Boat Pen - Conditions of Occupancy" publication. The intent is that the guidelines form part of a formal Pen Occupancy Agreement which will need to be entered into by the occupier of each pen or mooring.

If you lease a boat pen, these are the conditions that you need to agree to abide by.

1 If a vessel master applies for a boat pen, the master must be sure that the vessel owner is aware of the application. This is because the pen application binds both the master and the owner of the vessel to the legal responsibilities and conditions applying to the pen.
2 You are not permitted to allow any other boats use of the pen allocated for your vessel (without prior approval from the Marine Officer).
3 You must inform the Marine Officer and the Department's Regional Office, Carnarvon, as soon as possible if you change the name or number of your boat, or if you change your address.
4 You are not permitted to dump any fuels, oils, pollutants or rubbish into the waters of the Harbour. Severe penalties apply.
5 You can only fuel your boat at the designated fuelling berth at the Service Wharf. You must observe the safety rules during fuelling operations.
6 You cannot store fuels in any container other than in approved fuel tanks.
7 It is your responsibility to ensure that your vessel has appropriate mooring lines for all weather conditions and that they are kept in good order. The Exmouth region is subject to cyclonic weather (generally November to April).
8 You are responsible for the mooring security of your vessel. Should your boat or equipment break free and damage the pens or other vessels, you may be liable for the costs of repairs.
9 You must allow the Department's officers and any other persons authorised by the Department, to access the pen to do work, or to inspect your allocated pen, your vessel and associated equipment, to ensure safety and operational conditions are being met.
10 If you are requested by a Department officer or other persons authorised by the Department, to remedy a situation with respect to your use of the pen, the request must be acted on . If you do not complete the work, the Department may either, have the work performed by others and the cost charged to you, or arrange for termination of the lease.
11 You must always keep your vessel, pen and surroundings safe by not leaving equipment, rubbish or other items on walkways where others may be injured, or face difficulty in going about their business.
12 You must not make any alterations to the pen without prior written approval from the Department.
13 In applying for a pen lease, you accept that the Minister for the Department, its officers and agents, cannot be held responsible for any damage or loss to property, or injury or death, as a result of your use of the pen.
14 You must not put up any signs, posters or advertisements within the Harbour without prior written approval from the Department. 
15 You must at all times comply with the Acts, Regulations and Code of Conduct applicable to the operation and management of the Harbour.
16 You may not use the pen or other harbour facilities for any purpose other than for the normal designated purpose.
17 If you decide to sell your vessel from your leased pen, you should (for security reasons) personally escort any prospective buyers to your allocated pen.
18 If you sell your vessel, you must advise the harbour manager immediately, giving the name of the purchaser/new owner and their address. Otherwise, you may still be responsible for the lease of the pen, even if your vessel has left the Harbour.
19 If you want to do significant repairs/modifications to your vessel while it is sitting in your pen, you must first apply to the Marine Officer for permission. If this work should be performed in a boat repair facility (and the pen is not for that purpose), permission may not be granted.
20 If you do maintenance work on your vessel in the pen, you must not create a nuisance or hazard (eg. noise, dust, welding flash) to other Harbour users.
21 You must ensure that all dinghies, tenders and rafts are securely stowed aboard the vessel or within the pens mooring envelope.
22 When moored in the pen, your vessel must not extend beyond the pen in a way that will hinder other vessels manoeuvring about the pens. No part of your vessel should protrude over the walkways or beyond the mooring envelope.
23 When moving about the Harbour, your vessel should always be controlled by a competent, responsible person, who is able to control the vessel in a safe and courteous manner.
24 The Marine Officer can, at any time, order your vessel to be moved or remove it from the pen, if there is a need, such as an emergency or some other valid reason.
25 The Marine Officer can also allocate your vessel to another pen (that is suitable to hold our vessel) at any time, for the good management of the Harbour.
26 If you do not pay your pen fees within 1 calendar month of the due date, you will be given written notice and one further month to pay the fees. If you do not pay your fees, your pen lease will lapse and the pen may be allocated to another vessel. The overdue payment will still have to be paid, and the Department may take legal recovery action.
27 If the rules and regulations of pen use are not adhered to, your lease may be terminated and the pen allocated to another vessel.
28 If your pen lease expires because you no longer wish to occupy the pen, or the Marine Officer has cancelled your lease, you must remove your vessel from the pen within seven (7) days or the Marine Officer can have the vessel moved at your risk and cost.
29 In leasing a pen, you indemnify the Marine Officer from any liability for damage or loss if the Marine Officer has to move your vessel in your absence because of an emergency or because you are in breach of the regulations. This means that you are still and always, responsible for your vessel and cannot sue the Department or the harbour manager for any damages arising.
30 If you stop using the pen allocated to you before your lease expires, you are not entitled to a refund for the remaining period of the lease except where monies paid exceed the equivalent short term hire rate
31 All pens remain the property of the Department. Where a vessel is not occupying the pen assigned to it, for a known period of time (for example, extended fishing trip away), the Marine Officer may allow vessels visiting the harbour for a short term stay, to occupy the pen for a fee. Once your vessel returns, the Marine Officer will immediately clear the pen of any short-term stay vessel.
32 You are responsible for the security of your belongings and equipment on your vessel while it is moored in the Harbour. You should ensure that all equipment is locked away and that any security gates (if installed) on the jetty are kept locked. The Department cannot be held responsible for theft from your vessel.
33 You are not permitted to make copies of, or lend to other persons, any security keys issued to you with your pen lease.
34 If you owe money for pen fees or other services provided, and officers of the Department have tried and exhausted all known avenues to contact you, or any agent of yours, to serve notice of outstanding accounts, the Department may impound your vessel from the pen and sell the vessel by auction or tender to recover the debts. (Exmouth Boat Harbour operates in a Trust Fund environment. Any bad debts affect other harbour users).
