Proposed national regulator for commercial vessel safety
A proposed new National System for Commercial Vessel Safety will establish the Australian Maritime Safety Authority (AMSA) as the National Regulator from 2013. As the National Regulator, AMSA will have the responsibility for the regulating the design, construction, survey, operations, manning and crew qualifications of commercial vessels.
By signing the Intergovernmental Agreement for Commercial Vessel Safety Reform on Friday 19 August 2011, the Commonwealth, State and Territory governments have agreed to work together to develop the National System.
WA is working closely with the other Australian jurisdictions and AMSA to develop and implement the National System and looks forward to the benefits of a single national approach to regulating commercial vessel safety. As part of the development of the CVS National System, AMSA released a proposed Regulatory Plan for public consultation and provided information sessions through Australia including Fremantle. Submissions closed on 7 October 2011 and are currently being summarised. The DoT submission can be found using the links at the bottom of this page
The second round of public consultation has opened and will focus on Seafarer Qualifications. Information sheets are available on the AMSA website

The third round of public consultation is now open and provides the public with an opportunity to comment on the Marine Safety (Domestic Commercial Vessel) National Law Bill. A discussion paper and the Exposure Draft of the National Law Bill are available on the AMSA website
