  The Western Australian State Aviation Strategy

While aviation operations are largely a matter of Commonwealth jurisdiction, the risk to WA's economic and social development from our air services and airports failing to keep up with demand is now too great for the State not to play a more active role in the aviation sector.

The State Aviation Strategy includes a suite of actions whereby the State will work in partnership with airports, airlines, the resources and energy sector to ensure adequate services continue to meet our State's needs.

  What does the State Aviation Strategy aim to achieve?

The State Aviation Strategy aims to support the economic and social development of WA through the provision of safe, affordable, efficient and effective aviation services and infrastructure.

The Strategy proposes a suite of actions whereby the State will work in partnership with airports, regional shire councils, airlines and the resources and energy sector to ensure adequate services continue to meet our demands.

The Strategy is designed to provide a sound framework for policy setting, and future planning and investment in Western Australian international and domestic air services and airport infrastructure.

  What range of measures is the State Aviation Strategy proposing to take?

The State Aviation Strategy proposals include the Government taking the following steps:

  • Directly engage with Perth Airport and major regional airports in relation to forecasts of aviation activity, particularly in relation to master planning.
  • Assist in the timely development of infrastructure at Perth airport including a new parallel runway (a third runway).
  • Improve infrastructure planning and development at local government owned regional airports.
  • Encourage private sector investment in, and management of, regional airports to improve their effectiveness and efficiency.
  • Foster the development of tourism through improved aviation services.
  • Encourage competition on intrastate air routes and seek to reduce the high cost of intrastate airfares.

  How fast are our airports growing and why?

Over the past 10 years, Perth Airport and a number of major regional airports have experienced rapid growth in passenger and aircraft movements. The Pilbara airports are the fastest growing in Australia, with passenger movements increasing at annual rates of around 20 per cent. Perth Airport is the fastest growing of the capital city airports, with passenger movements growing at close on 10 per cent per annum - double the rates of Sydney and Melbourne.

The extraordinary levels of growth at WA's airports are a result of resources industry activity and the high levels of WA economic and population growth which are at levels double the national average. The growth has placed extraordinary demands on the development of airport infrastructure, particularly at Perth, Port Hedland, Newman and Karratha airports, and have led to delays and congestion being commonplace, particularly during weekday early mornings.

  What is the Commonwealth's role?

The Commonwealth is responsible for aviation safety and security, air traffic control including determining flight paths, and measures to minimise the effect of aircraft noise. As the owner of the land, the Commonwealth is also responsible for approving Perth Airport's Master Plans and major development plans.

While aviation is largely a matter of Commonwealth jurisdiction, the risk to WA's economic and social development from our air services and airports failing to keep up with demand is now too great for the State not to play a more active role in the aviation sector.

The State Aviation Strategy is the first developed for WA and complements the National Aviation Policy White Paper and the State's other key transport strategies.

  How was the State Aviation Strategy developed?

The Strategy has been prepared by the Department of Transport in conjunction with key government agencies and industry organisations. It reflects close consultation with airport owners, airlines, the resources industry, and key players in general aviation, along with the results of aviation strategy workshops held in regional centres across WA.

A steering committee chaired by the Department of Transport led the development of the draft strategy. The steering committee comprised of representatives of the following organisations:

  • Chamber of Minerals and Energy of Western Australia.
  • Chamber of Commerce and Industry of Western Australia.
  • Department of Infrastructure and Transport (Commonwealth).
  • Department of Local Government.
  • Department of Planning.
  • Department of Regional Development and Lands.
  • Department of State Development.
  • Department of Transport.
  • Perth Airport.
  • Regional Aviation Association of Australia.
  • Royal Australian Air Force.
  • South West Development Commission.
  • Tourism WA.
  • Tourism Council of WA.
  • WA Local Government Association.
  • WA Treasury.

An aviation strategy issues paper was developed and used to lead discussions with key stakeholders including airport owners and operators, airlines and resource companies.

Four industry reference groups were formed to advise and assist the Steering Committee. These represented:

  • Resources industry.
  • Airlines.
  • Regional Airports.
  • General Aviation.

Ten aviation strategy workshops were held in regional centres across the State which were attended by local governments, regional development commissions, airports and other stakeholders.

  Will there be a second airport for Perth?

The State Government will cooperate with Airservices Australia and other Commonwealth agencies in planning studies to locate suitable sites for a future second Perth metropolitan airport and a future second general aviation airport.

The State has funded a study led by the WA Planning Commission to identify possible sites for a second airport for Perth in the Perth and Peel Regions.

Any further action that could be taken will be determined when this study is received.

On current projections, Perth Airport will not reach its theoretical capacity until after 2050, so there can only be a limited amount of work that can be usefully undertaken at the current time.

  What happens next?

Implementation of the State Aviation Strategy will commence immediately. Implementation of the Strategy across State Government will be overseen by an inter- agency steering committee led by DoT.

The State Aviation Strategy will be formally reviewed in five years' time.
