City of Rockingham – Case Study

The City of Rockingham supports the use of sustainable transport and aims to provide supportive environments, as well as deliver behaviour-change projects to encourage people to walk, cycle and use public transport more. In 2006 the City of Rockingham partnered with the (then) Department for Planning and Infrastructure to employ a TravelSmart Officer. When State funding ceased in 2008, the City of Rockingham continued to employ a staff member to deliver TravelSmart initiatives.

Rockingham Integrated Transport Plan

The Rockingham Integrated Transport Plan (RITP) outlines all transport-related projects within the City. Twenty seven strategies have been identified to improve the transport network throughout the City of Rockingham. Many new developments are taking place that directly affect the transport network such as the introduction of the Southern Suburbs Railway and Rockingham Shuttle Bus, the City Centre Transit Mall and the extension of the Kwinana Freeway.

Some of the strategies identified in the RITP include:

  • Creating a Pedestrian Plan;
  • Reviewing Station Access;
  • Forming a Pedestrian Access Way Strategy;
  • Developing a Schools Access Plan;
  • Implementing TravelSmart Workplace;
  • Completing a Bus Stop Audit; and
  • Promoting the Rockingham City Centre Transit System

Rockingham Bike Plan

The Rockingham Bike Plan was reviewed and updated in 2007. An extensive audit was carried out of all major cycling routes (both on and off road) and bike parking facilities.

The City is now carrying out minor works such as marking all shared paths with bicycle and pedestrian symbols, removing grab rails that block paths and fixing up paths and kerb ramps to provide a smooth cycling surface.

Bicycle parking will be installed at more locations to encourage people to cycle to their favourite destinations. The City will commit to funding these projects as Rockingham is a flat, coastal destination – perfect for cycling!

Town Planning Scheme Amendment – Bicycle end of trip facilities

A study on the demand for bicycle parking and end-of-trip facilities was carried out in 2009. In response the City of Rockingham developed a planning policy outlining requirements for installing bicycle parking, as well as lockers and showers for all new developments. This was deemed important, as there is a huge amount of new development is occurring throughout the City of Rockingham.

Encouraging new developments to include bicycle parking and end-of-trip facilities in the planning stages means that people will have access to facilities that will enable them to easily cycle. The City of Rockingham won WA’s 2009 National Heart Foundation award for this project in the ‘Planning for Active Living’ category.

Rockingham Bike, Bite and Family Ride

Since 2007, the City of Rockingham has supported the Rockingham Bicycle User group (RoBUG) to run a community bike ride as part of Cycle Instead Bikeweek. This event has grown substantially, with over 160 people attending in 2009. Participants chose to ride 5 or 10km, and then returned to the foreshore for a healthy morning tea. Bicycles, recumbents, training wheels and strollers all took part and enjoyed the fun!
