Taxi users' subsidy scheme (TUSS)

The Taxi Users' Subsidy Scheme (TUSS) provides taxi travel at a reduced rate for people who have a severe permanent disability that will always prevent them from using conventional public transport services.

  Who is eligible for a TUSS subsidy?

To be eligible for a subsidy you must:

  • Be a permanent resident of Western Australia. Proof of residency is required, for example:
    • A copy of a pension card.
    • A driver's licence, or
    • A residency visa. If a residency visa is provided please also provide a copy of a recent utility bill, and
  • Have a severe permanent disability that will always prevent you using a conventional public transport bus service, and

The disability is required to be continual and fall within the specified categories of:

  • Severe mobility disability.
  • Severe vision disability (legal blindness).
  • Severe cognitive/intellectual disability.

  How do I apply for TUSS?

If, based on the criteria above you believe you may be eligible, please complete a Taxi Users' Subsidy Scheme application form.

You will need to

  1. Complete Part A of the application form and sign it.
  2. Obtain a colour photograph (not more than 12 months old) and take these to your doctor.
  3. Ask your doctor to sign the photograph and complete Part B of the application form.
  4. Send the completed application form and the signed colour photograph to On-demand Transport

  What subsidy is provided under TUSS?

  • Most members are entitled to a 50% subsidy, up to a maximum of $25.00 for each single trip.
  • Members who use a wheelchair or scooter may be entitled to a 75% subsidy, up to a maximum of $35.00 for each single trip.

  How does the TUSS scheme work?

Eligible members, unless placed in the temporary category, will be granted membership for an initial 5-year period. Members are provided with a membership card and a book of vouchers.

The vouchers can be used in all taxis including the multi-purpose taxis (MPTs) which are wheelchair accessible.

Additional voucher books will be issued on presentation of the re-order voucher located ten pages from the back of the voucher book.

  Photographic requirements for TUSS

The photograph for identification must be:

  • Less than 12 months old.
  • Full front view of your head and shoulders.
  • Good quality colour with no ink or marks on the image.
  • Image not too dark, not too light and sharply focused.
  • The back of the photograph must be certified by your doctor with 'This is a true photograph of (your name in full)' and signed and dated by the doctor.

For photographs taken with digital or video cameras:

  • The paper used must be good quality (equivalent or near to photographic paper).
  • Your skin tones must be natural (not too much of one colour, for example yellow or red).
  • The contrast and resolution must not be grainy.

  Key considerations of the TUSS scheme

The following statements give a brief outline of the considerations for each category of the scheme:

  • Mobility disability.
  • Vision disability.
  • Cognitive/intellectual disability.

  Mobility disability

When considering eligibility for the Scheme under this criterion, factors such as the need to use a wheelchair, walking frame or scooter and how the person's disability impacts on their functional capacity to use a bus will be taken into account.

Your application should include the reason why you are unable to use a bus and be supported by medical evidence of your condition, provided by your doctor.

  Vision disability

To be eligible under this criterion you must be classified as legally blind.

To support this, information such as an ophthalmologist's report or visual acuity readings using the Snellen scale, supporting the legal blindness status, should be included in your application.

  Cognitive/intellectual disability

For the purposes of the TUSS, a severe cognitive impairment/function pertains to the mental processes of comprehension, judgement, memory and reasoning, which affect a person's ability to plan and find their way about independently in the community.

Generally speaking, this criterion applies to a person who does not have the cognitive ability to use a bus independently.

You may apply for the Scheme under more than one category.

If there are multiple disabilities, it is important to include information on all conditions. Each application is considered on its severity and on how a person's functional capacity to use a bus is affected. Children under the age of 10, unless confined to a wheelchair, are not eligible.

Factors or conditions that will not be considered in your application:

  • Anti-social behaviour.
  • Vision impairment, but not legally blind.
  • Mobility problems that are episodic, whereby some days are considered bad days.
  • Availability of, or proximity to, public transport.
  • Length of journey/timetable problems having to catch two or more buses, or inconvenient bus timetables.
  • Ability to drive or ownership of a motor vehicle.
  • Social/employment factors.
  • Climatic/environmental factors.
  • Personal security issues.
  • Income levels.
  • Eligibility for other subsidy or pension schemes.
  • Conditions that are short-term and expected to improve.

  TUSS policy: transporting family members

Taxi Drivers are prohibited from knowingly transporting immediate family members and accepting a Taxi User Subsidy Scheme (TUSS) voucher as part payment of the taxi fare.

This policy is in relation to the TUSS is a result of drivers inappropriately claiming the TUSS to transport family members where they have not and would not receive any other payment from the family member.

In making this policy, consideration was given to what would take place if TUSS was not a payment option when taxi drivers transported their own family members.

Immediate family will include husbands, wives, grand parents, sons, daughters, uncles and aunts. The policy also applies to defacto relationships.

Exclusion to this policy will apply when the 'transport' has been arranged by a 3rd party, i.e. ACTIV, GSI, etc.

When inappropriate travel has been identified the driver and member will be notified of the policy and asked to rearrange the travel. If the travel continues, the driver will be required to submit all TUSS vouchers to On-demand Transport for approval to pay, where the relevant vouchers will then be rejected.

If the driver/member use false or misleading information to get around the policy, the misuse regulations and action will apply.

This policy was approved for implementation in October 2002.
