The Department of Transport (DoT) has awarded the contract to replace the Fremantle Fishing Boat Harbour Northern precinct high voltage network to provide a safe and reliable high voltage electrical supply, that will cater for current demand and for future expansion within the harbour. Construction works for the project has commenced and is expected to be completed by late 2025. Works will be staged, taking place on multiple work fronts beginning with civil works, and then followed by the installation of the new high voltage electrical equipment and cabling.
What to expect:
- Work will be carried out between 7am and 6pm on weekdays except public holidays
- Occasional out of hours work will be undertaken, for example where power outages are required. Advance notice will be given of these works.
- There will be no road closures, but some disruptions, such as noise and temporary traffic adjustments including lane closures, will occur. A certified traffic control company has been engaged to oversee traffic management for this project.
- The laydown area for the work will be located at the Sardine Wharf car park resulting in a reduction of available parking spaces.

DoT continues to liaise with each head lessee within the harbour around access disruptions and power outages. The following schedule will be updated by DoT regularly as it receives information from the Contractor as the works progress.

Prior to commencement of works, the Department of Transport (DoT) will notify head lessees within the harbour around access interruptions and power outages.
DoT and their construction contractor will make contact advising when outages will be scheduled. A minimum of three weeks’ notice will be provided to each head lessee prior to any power outage or other significant disruption. This notice will be advised by email. The head lessee should be advised that they will need to forward this notification on to their sub lessees.

DoT is undertaking consultation with head lessees and will not directly consult with sub lessees unless otherwise requested by their head lessee. It will generally be the responsibility of the head lessee to communicate as required with the sub lessee.
An email notification will be provided to head lessees three weeks out from any proposed power outage and re-confirmed by SMS three days prior. It will generally be the responsibility of the head lessee to communicate as required with the sub lessee.
DoT will be utilising a group text message system to notify both head lessees and sub lessees of upcoming outages and interruptions three days prior. The head lessee will be asked to provide contact details for themselves and all sub lessees. This system will predominantly be used during the construction phase.

Power outages FAQs
Generally, we should start and finish our work during the times listed on your notification but sometimes it can take up to two hours to switch off the power safely, which means your power might go off later than the notified start time.
If we come across problems during the work, there could be a delay in switching your power back on. Also, work may be cancelled without notice for several reasons including safety, weather and faults. If this happens, we will endeavour to contact you.
DoT’s contractor shall maximise use and continuity of existing service networks to minimise service disruptions. Tenants may choose to provide their own temporary electricity or decide that temporary electricity is not required. If temporary electricity is required and is agreed with DoT’s contractor, generators will be provided. Yes, you will lose your communications and network systems unless there is an Uninterrupted Power Supply (UPS) attached to your network. Depending on what system is installed, this will supply power for however long the battery lasts.
Yes, unplug all sensitive equipment prior to a power outage. When restoring the power, circuit protection and fuses can sometimes fail due to inrush current. This could lead to potential damage of sensitive equipment.
Yes, it will work for a short duration or for as long as the internal emergency lighting system can last. If you are required to maintain emergency access and egress, we recommend setting up temporary lighting, fed from an alternative supply or battery backed up during the scheduled outages.
Work may be cancelled at short notice for several reasons including safety, weather and faults. If this happens, you will get a further notification for the revised time for the outage.
In the event of an unplanned outage an SMS shall be sent to all affected harbour Head Lessees. This will be followed up by an email and / or a text message advising of the likely duration of this unplanned outage.
When restoring the power, circuit protection and fuses may sometimes fail due to inrush of current. If your power is only partially restored, check to see that all electrical switches are in the on position. If this does not rectify the issue, please call a licensed electrician.
