Closed charter air services are used for specific purposes, such as transporting FIFO staff for a resource company. Closed charter air services are not available to the general public.
WA Charter Air Service Policy
The Department of Transport regulates closed charter air services to ensure the viability of regular public transport (RPT) air services for regional communities, while meeting the needs of the resources and charter industries.
The State Government requires departments and other public sector agencies to use regular public transport air services (where available) when travelling to regional and remote communities throughout Western Australia.
The WA Charter Air Service Policy aims to:
- ensure charters do not detract from the viability of RPT services on marginal RPT air routes;
- reduce the impact of charters on existing RPT air services, in terms of airfare affordability and service frequency; and
- adopt a transparent approach to charters on a route-by-route basis.

Apply for a closed charter service
Completion of a Charter Air Services application form is required for any charter air service operating to a location listed in Part 3 – Aircraft of the Transport Coordination Act (Part III Exemptions) Order 2020.

Please note before applying:
- Assessment of charter applications may take up to 6 weeks.
- You should not commence any charter services before your application has been assessed and you have received written approval.
- Special conditions may be placed on your charter licence.
