Successful recipients (grantees) of the Regional WAV Taxi Service Grant (the Grant) must maintain operation of a WAV taxi in their region, for a period of three years from the Grant approval.
To retain funding, you (or the organisation you represent), must also ensure you remain the sole:
- vehicle owner;
- vehicle licence holder; and
- holder of the passenger transport vehicle (PTV) authorisation.
Note: You must advise the Department of Transport and Major Infrastructure (DTMI) if your vehicle ownership, licensing or PTV authorisation situation changes at any point.
Grantees must also:
- familiarise themselves with how to accept Passenger Transport Subsidy Scheme (PTSS) journeys;
- use electronic booking and dispatch equipment for all passenger transport bookings;
- set fares up to or below the maximum metered fare amount for rank or hail (taxi) trips; and
- electronically provide a subset of their booking and journey records to DTMI via DoTDirect each month.
Grant acquittal
Before a Grant is deemed acquitted, recipients must demonstrate that the project has been completed in its entirety, to a satisfactory standard, by completing the online final acquittal report form in the Transport WA Grants system and complete the following requirements:
- on-demand booking services (ODBSs) and PTV authorisations for the vehicle are acquired with the Grant funding;
- confirmation that the WAV taxi service is operating and the location it is operating for the next three years;
- photos showing the WAV taxi with required livery and equipment installed; and
- details of the outcome of the Grant for the Grantee and the regional community in which they are operating the WAV taxi service.
Once an acquittal form has been received, reviewed and approved by DTMI, an acquittal email will be sent to the Grant recipient confirming completion of the project.
Grant obligations
Successful grantees must also:
- Be responsible for the successful execution of the Grant project.
- Ensure their WAV taxi service aligns with the objectives of the Grant.
- Provided project progress updates and supporting documentation, as stipulated in the Grant Agreement Contract.
- Work in a cohesive manner with relevant DTMI officers, to ensure that communication is maintained regularly and the project reporting requirements are acquitted in a timely manner.
- Maintain regular contact with the DTMI team, for the entire duration of the Grant, until it is deemed acquitted.
Grant Agreement and Conditions
The Regional WAV Taxi Service Grant Agreement and Conditions sets out the terms and conditions under which the grantee is provided funding.
The Grant Agreement and Conditions outlines:
- the purpose of the funding;
- operating requirements;
- record keeping requirements;
- reporting requirements;
- grantee behaviour and expectations; and
- variations of conditions.
The Grant Agreement and Conditions must be signed by the grantee, in the presence of a witness, and returned to DTMI for endorsement.
At this point, the Grant Agreement and Conditions has been executed and is in effect.
