  Project overview

The South West Development Commission has oversight of the Transforming Bunbury's Waterfront project and has delivered the first stage with multiple government agencies.

The Department of Transport (DoT) will implement a major component of Stage 2 - the redevelopment of the Jetty Road causeway. The value of the causeway works is approximately $10 million with funds provided through Royalties for Regions.

LandCorp will deliver the Stage 2 redevelopment of Casuarina Drive.

  Project status

The two main works packages to be delivered under this budget are Phase 1 causeway revetments and Phase 2 civil, services and landscaping works. The contract for the Phase 1 revetment works package has commenced on site and works are expected to be completed by mid-2019. The tender for the Phase 2 civil, services & landscaping works package is expected to be advertised in early 2019, with Phase 2 works planned to follow on from completion of Phase 1.

The Jetty Road causeway forms the eastern boundary of Casuarina Boat Harbour and was originally connected to the Bunbury timber jetty (seaward section removed in 2012). The boat harbour is located within a reserve managed by the Department of Transport.

Investigations have shown the causeway to be in poor condition. Works will include refurbishment of the rock structure and improved infrastructure to cater for harbour users and pedestrian and vehicle traffic. The current works will provide the structural integrity and infrastructure required for future development.

The upgraded causeway will be used by the local community and visitors to Bunbury as well as existing and new penholders.

  Stage 2 works

The contract for Phase 1 Revetments, has been awarded to Perth-based civil contractor Advanteering Civil Engineers for $2.5 million. Onsite works commenced early November 2018 with about 24,000 tonnes of rock to be placed in the water using specialised long reach excavators to improve protection of the causeway during storm event. This phase of work is scheduled for completion by mid-2019.

The tender for the Phase 2 civil, services and landscaping works package is expected to be advertised in early 2019, with onsite works planned to follow on from completion of Phase 1. Works under Phase 2 package include upgraded services to enable future expansion of the boat pens, reconstruction of the causeway access road, construction of car parking, construction of shared paths for pedestrians and cyclists, landscaping and public toilets. It is expected Phase 2 works will be completed in mid-2020.

There will be a staged, partial closure of the causeway while construction works are ongoing. It is anticipated boats will remain in their existing pens with interruptions to access and services minimised as much as is practically possible. DoT will keep penholders informed on access and utilities provision throughout the works period.

DoT will work with penholders and harbour businesses to ensure the works management program is attuned to the needs of harbour users. The broader Bunbury community will also be informed and consulted as planning progresses.

  Community consultation

The South West Development Commission has undertaken community consultation for the wider Transforming Bunbury's Waterfront project. In addition to public meetings in Bunbury, the Commission issues regular newsletters and updates on project implementation - Transforming Bunbury's Waterfront project.

DoT held an information session for Casuarina Boat Harbour users in December and staff were available to discuss the Stage 2 (2018-19) works program to upgrade the Jetty Road causeway. In addition, DoT's project representatives presented an overview of the Stage 2 project at Bunbury Geographe Chamber of Commerce and Industry's breakfast function on 7 July 2018, and a joint South West Development Commission / DoT information session was held on 24 July 2018 to provide local businesses information on opportunities for involvement with Phase 2 works. SWDC has established a register of interested local businesses that will be provided to Phase 2 tenderers, with over 50 businesses currently registered.

A Frequently Asked Questions (FAQ) sheet has been prepared to provide information on the works program and will be regularly updated throughout the project.
