From 1 October 2025, WA Taxi User Subsidy Scheme (TUSS) vouchers can no longer be used to access subsidised travel in taxis. Drivers must accept Passenger Transport Subsidy Scheme (PTSS) cards.
All TUSS vouchers for journeys completed up to 30 September 2025 must be submitted to the Voucher Processing Contractor (Black & White Cabs) by 31 December 2025, to ensure payment.
Important changes to TUSS
From 1 October 2025, WA TUSS vouchers can no longer be used to access subsidised travel in taxis.
Under the Transport (Road Passenger Services) Regulations 2020, the Department of Transport and Major Infrastructure (DTMI) cannot accept TUSS vouchers for journeys completed after 30 September 2025. No payment will be made for vouchers used after this date.
All TUSS vouchers for journeys completed up to 30 September 2025 must be submitted to the Voucher Processing Contractor (Black & White Cabs) by 31 December 2025, to ensure payment.
Drivers must continue accepting interstate subsidy vouchers. Completed interstate vouchers can be submitted to Black & White Cabs until 31 December 2025.
PTSS commenced on 1 March 2025, replacing TUSS.

Passenger Transport Subsidy Scheme Guidelines
The Passenger Transport Subsidy Scheme Guidelines for Industry and Passenger Transport Subsidy Scheme Guidelines for Participants outline the rules and responsibilities for on-demand rank or hail (taxi) drivers and on-demand booking services (ODBSs), as well as PTSS participants and applicants.
These replace the Taxi User Subsidy Scheme (TUSS) Guidelines.
Penalties apply if these guidelines are not followed.
Submitting WA TUSS vouchers for reimbursement
Drivers who wish to claim eligible subsidy payments must submit their TUSS vouchers to the Voucher Processing Contractor (Black & White Cabs) by 31 December 2025, to ensure payment.
Black & White Cabs will accept the TUSS vouchers, check they are valid, and pay the taxi driver (or the driver's agent) the appropriate amount.
Note: TUSS vouchers must be submitted for payment within 90 days of the voucher’s date of travel.
Drivers should ensure that all vouchers are filled in correctly before submitting them for payment – DTMI does not correct errors made when completing vouchers.

Once validated, Black & White Cabs will credit the driver's nominated Australian bank account within five working days.
Note: Before returning or changing a taxi’s number plate, ensure all TUSS vouchers for trips taken in that vehicle are submitted and processed.
Any vouchers submitted after the plate has been returned or changed will require manual review and may result in an additional processing period of up to 14 days.
Interstate taxi subsidy vouchers
People who are part of taxi subsidy schemes in different states or territories can use their usual subsidy when they travel in other parts of Australia.
WA taxi drivers are required to always accept interstate vouchers as part of the fare.
To access their subsidy interstate, passengers must request an interstate taxi subsidy voucher from their home state.
Interstate vouchers are not valid in the state they were issued.
How to accept interstate subsidy vouchers
To start a taxi journey using interstate vouchers, passengers must present:
- their interstate taxi subsidy voucher book; and
- a valid subsidy scheme participant card.
Before driving, the taxi driver must complete the below fields on the interstate voucher.
- Date (on stub and voucher).
- From (pickup location, on stub and voucher).
- Passenger membership number.
- Expiry date.
- Driver identification number (stub and voucher).
- Taxi registration number (i.e. the taxi plate number).
- Start time.
- State of travel (i.e. WA).
After the journey, the taxi driver must complete the below fields on the interstate voucher.
- Amount paid by passenger (stub and voucher).
- Driver’s signature (stub and voucher).
- Member’s signature (voucher).
- Finish time.
- To (drop off destination, on the stub and voucher).
- Total cost of the fare.
- Subsidy value.
Submitting interstate vouchers for payment
Until 31 December 2025, drivers can submit interstate vouchers to the Voucher Processing Contractor (Black & White Cabs).
From 1 January 2026, drivers must submit any completed interstate subsidy vouchers to their ODBS, and the ODBS will be responsible for passing payments on to their drivers. DTMI will work with relevant ODBSs to understand these changes.
