To be eligible for the Passenger Transport Subsidy Scheme (PTSS), you must:
- be an Australian citizen or hold Australian permanent resident status;
- live in Western Australia; and
- have a severe or permanent disability that stops you using public transport.

Mobility disability
To be eligible under the mobility disability category, you need to have a condition that:
- affects how well you can move your body; and
- stops you being able to use public transport.
To understand how your mobility disability could stop you from using public transport, we may check the following things.
- Whether you use a wheelchair or other mobility device.
- If you can use steps.
- How well you can change from sitting to standing, and standing to sitting.
- What treatment or rehabilitation you get for your mobility disability.
- Whether your mobility disability is getting worse, getting better or staying the same.
- An explanation from your medical practitioner about how your mobility disability makes it hard to use public transport.
Vision disability
To be eligible under the vision disability category, you need to be diagnosed as legally blind.
The following things may be assessed to check if you are eligible under this category.
- An ophthalmologist’s report.
- How well you can see letters on an eye chart (visual acuity readings on the Snellen scale).
- What treatment or rehabilitation you get for your vision disability.
- Whether your vision disability is getting worse, getting better or staying the same.
- If your condition is staying the same, getting better or getting worse.
Cognitive or intellectual disability
A cognitive or intellectual disability affects how people think, communicate, understand, focus or remember.
To understand how your cognitive or intellectual disability could stop you from using public transport, we may check the following things.
- Evidence from your medical practitioner, like:
- Mini Mental State Examination (MMSE) score;
- Montreal Cognitive Assessment (MOCA);
- National Disability Insurance Scheme (NDIS) report (or section);
- Aged Care Assessment Team report; or
- other relevant reports.
- What treatment or rehabilitation you get for your cognitive or intellectual disability.
- An explanation from your medical practitioner about how your cognitive or intellectual disability makes it hard to use public transport.
When we will not approve PTSS
Things that cannot be used to decide if you are eligible are:
- anti-social behaviour;
- vision impairment that is not confirmed as legally blind;
- mobility issues that only happen sometimes (not all the time);
- public transport not being available or close to you; and
- problems accessing public transport that are not related to a person’s disability, like:
- journeys taking a long time;
- having to transfer between services;
- inconvenient timetables;
- social or employment factors;
- climatic or environmental factors;
- feeling unsafe catching public transport;
- income levels;
- eligibility for other subsidies or a pension; and
- temporary impairments.
