The Department of Transport and Major Infrastructure (DTMI) has approved a number of Registered Training Organisations (RTO) to deliver heavy vehicle Practical Driving Assessments (PDA) for classes:
You can choose to undertake your driving training and PDA for HR or HC vehicle classes with a DTMI driving assessor or an approved RTO.
MC class driver assessments can only be completed through an approved RTO.
Undertaking training and PDA with an RTO
An RTO must verify and confirm your eligibility to undertake heavy vehicle training and/or a PDA using the Licence Assessment Provider System (LAPS).
To do this, you’ll need to:
- complete and sign the Heavy Vehicle PDA Customer Eligibility (Form E114) - PDF
- pass a commercial vehicle eyesight test.
Training and assessment won’t proceed, and you’ll be referred to DTMI if you:
- fail the eyesight test
- don’t declare your commercial standard medical eligibility
- don’t declare that you are subject to an alcohol interlock condition or restriction
- don't complete the relevant training module, such as:
- TLIC3004 - Drive Heavy Rigid vehicle (HR training)
- TLIC3005 - Drive Heavy Combination vehicle (HC training)
- TLIC4006 - Drive Multi Combination vehicle (MC training).
On the day of your PDA
On the day of your PDA, the RTO will confirm your eligibility.
- If you’re not eligible, the PDA will be cancelled. For example, you’ll be ineligible if your driver’s licence has expired.
- Once completed, DTMI will be advised of your PDA result.
When you pass your PDA
Once you've passed your PDA, you must visit a DTMI service centre or regional agent to have your licence endorsed. You are not authorised to drive a heavy vehicle until you have completed this step.
You must bring:
- a photocopy of the completed Heavy Vehicle PDA Customer Eligibility (Form E114) - PDF signed by the RTO
- proof of identity documents.
PDA video, audio and GPS recording
All approved RTOs, must use the following equipment when conducting heavy vehicle PDAs:
- in-cabin video
- audio recording
- GPS surveillance.
The recording of PDAs emphasises and enhances DTMI’s commitment to road safety and customer service for heavy vehicle PDAs.
If you choose to take your heavy vehicle PDA with an RTO, you must sign the camera acknowledgement on the Heavy Vehicle PDA Customer Eligibility (Form E114) – PDF to confirm that your PDA will be recorded using in-cabin cameras.
You can request to view your recorded PDA by contacting your RTO.

Heavy vehicle licence: HC and MC class fees
Multi Combination (MC class) and Heavy Combination (HC class) restriction removal: Suitable Heavy Rigid (HR class) vehicles can also be used to demonstrate gearbox skills for the removal of A (automatic) and B (synchromesh) class restrictions from Heavy Combination (HC class) and Multi Combination (MC class) vehicles. The class restriction removal fee is applied when this option is used.
