  • Have a GVM not exceeding 4,500 kg.
  • Be fitted with an approved wheelchair ramp or hoist, or an equivalent modification.
  • Be primarily used for transporting people with disabilities who must use a wheelchair.
  • Be licensed with insurance class 1A or 2 (depending on vehicle type).

100% exemption from vehicle licence fee and vehicle licence duty.

This licence is not transferable without prior approval of Department of Transport, Driver and Vehicle Services.

Upon resale or where the vehicle is no longer used for its modified purpose, the vehicle must be returned to manufacturer’s specifications unless fitted with a SSM compliance plate.

Notes:

Vehicles that are used for commercial purposes (e.g. taxi, small charter vehicles) are not eligible for this concession.

Where an ACROD number can be supplied on behalf of the disabled person to be transported in the vehicle, the vehicle modification permit is issued free of charge.

How to apply for a concession for vehicles fitted with a wheelchair hoist/ramp

The application process applies to vehicles that have been modified to fit a wheelchair hoist or ramp, or fitted with a removable wheelchair hoist.

Applicants must pre pay a vehicle modification permit fee (online) and attend an AIS for a vehicle inspection. The vehicle modification is assessed to ensure that the vehicle meets the appropriate standards and if satisfactory, is approved by the AIS vehicle inspector.

After approval, applicants must complete an Application for Vehicle Fitted with a Wheelchair Hoist or Ramp Concession (E61) form and submit it:

If the vehicle has a hoist or ramp in-built by a second stage manufacturer and is fitted with a Second Stage Manufacturer (SSM) compliance plate, modification approval is not required for these vehicles as they comply with vehicle standards. 

Applicant completes an Application for Concession for Vehicle Fitted with a Wheelchair Hoist or Ramp (E61) form and supplies the SSM compliance plate number on the form.

What to do if your eligibility entitlements change

If you currently receive a concession on your vehicle licence fees and your eligibility entitlements have changed, you must notify the Department immediately.

If you continue to claim concession rates on a vehicle when you are no longer entitled to that concession, the vehicle licence will be deemed invalid. Continued use of the vehicle on the road will contravene the Road Traffic (Vehicles) Act 2012.
