Vessel mooring management strategy
Due to the adverse impact of unauthorised moorings on public safety, public access and the environment, the Department of Transport adopted a State-Wide Vessel Mooring Management Strategy to improve the management of moorings.
The strategy established Mooring Control Areas (MCAs) in various areas within navigable State waters. These are located at:
- Carnarvon Fascine.
- Peel region.
- Oyster Harbour (Albany).
- Mangles Bay (Rockingham).
- Swan and Canning Rivers.

Owners of unauthorised moorings within an MCA must register their mooring within the stipulated time, otherwise the Department may remove the mooring without compensation. However, there is no guarantee that approval will be granted to retain the mooring.
MCAs are managed in accordance with the Shipping and Pilotage (Mooring Control Areas) Regulations 1983 (WA).

The benefits of mooring control areas
Mooring control areas (MCAs) help ensure that:
- Existing mooring owners have an opportunity to formally register their mooring and secure access rights over the site.
- Existing moorings are inspected by a recognised mooring contractor to ensure that they are fit for purpose and do not adversely impact nearby moorings or the environment.
- Installation of additional moorings do not adversely impact other registered mooring owners, the environment or other users.
- All moorings are maintained in an acceptable condition to reduce the incidents and damage to neighbouring vessels, through an ongoing mooring inspection regime.
- Liability protection is available for the transferral of mooring registrations.
The MCA system also enables the Department of Transport to act on complaints from registered owners regarding unauthorised use of their moorings or installation of unauthorised moorings.
Types of moorings
Private moorings within a Mooring Control Area (MCA) must be registered with the Department of Transport. Please see the terms and conditions below.
Registered private moorings are marked by yellow buoys displaying the site's registration number. It is an offence to use a registered mooring site without authorisation from the registered owner.
Short-stay courtesy moorings are marked by red buoys, and may be used by the general public. These moorings will eventually be a part of a network that will extend around the WA coastline.
Use of public courtesy moorings is subject to the following conditions:
- Availability is on a first-in, first-serve basis.
- Maximum period of use is 72 hours.
- Vessels must not exceed the maximum length displayed on the buoy.
- Vessels must not be left unmanned for more than 4 hours at a time.
The Department of Transport has installed emergency moorings within various Mooring Control Areas (MCAs). These moorings are marked with white buoys and are only to be used during emergencies.
Masters must have approval from the Department before securing their vessel to these moorings. Please submit the application from below.

Registration terms and conditions
All registered mooring sites are subject to the registration terms and conditions.
Applications to install new moorings will only be accepted once all existing moorings have been registered.
- Sub-leasing of moorings is not permitted, and may result in the termination of the registration.
- The Swan and Canning Rivers MCA was proclaimed in 1998 and is administered under the Mooring Regulations 1998. Thus, it has a different set of terms and conditions.
Transfers and substitutions
The Shipping and Pilotage (Mooring Control Areas) Regulations 1983 control the transferring of mooring registrations, or substitution of the vessels to be moored at the registered site.

The Swan and Canning Rivers MCA was proclaimed in 1998 and is administered under the Mooring Regulations 1998. Thus, it has a different set of terms and conditions. Please download the required forms below.
Inspections and audits
All registered moorings must be inspected in order for the Certificate of Registration to be issued. These inspections take place:
- At first installation.
- Biennial (every 24 months), from the date of last inspection report.
Owners are responsible for having the moorings inspected and a report submitted within 7 days. All moorings are to be certified safe and fit for purpose by DoT Recognised Mooring Contractor. A list of recognised contractors can be found below.
The Department of Transport may also conduct audits of registered mooring sites. Owners will be informed of any issues identified, and will be required to rectify the problem and submit a response to the Department. Failure to do so may result in cancellation of the registration.

Recognised mooring contractors
Mooring Contractors appearing on the recognised mooring contractor list are recognised as being registered business's carrying adequate;
- indemnity and property insurance;
- compliant with commercial vessel survey manning and safety standards; and
- adhere to commercial diving standards while undertaking their duties.
Recognised mooring contractors have been introduced to provide mooring owners a choice of registered businesses.
Designs, systems of work and works carried out by contractors are solely the responsibility of the contractor and cannot be approved or endorsed as such by the Department.
Please ensure due diligence and consumer discretion when choosing your contractor.
Please discuss insurance liability with your chosen mooring contractor. The Mooring Owner is responsible for mooring buoy replacement and/or any loss or damage that may be caused.
